Q: Are the shelves adjustable?

Shelves are not adjustable. They are metal beams that are topped with a metal rack. You can remove them and have less shelves

Q: Would this work in a hot environment like phoenix?

Where I live, it has gotten up to 90 degrees and I've had no issues. I would imagine that it would depend on what you are using it for. I can say that the metal parts do get hot in the sun and the plastic gets very soft but doesn't melt.

Q: Any ideas on how to make the "shelves" more stable?

Yes, I purchased a package of plastic zip ties (small ones about 4 inches long) from my local hardware store and attached them to the middle bars every few inches that the shelves sit on. You can snip of any extra length with a pair of scissors or a utility knife. This really stabilized the shelves. Hope this helps.

Q: Want for seed starting with grow lights for indoor use only, will this work good for that and hold up? much thanks in advance for any input!

Does not hold up AT ALL. I used mine for indoor growing only and the zipper split after using less than 6 months and they do not offer replacement cover. Now I have to take everything out and put together a whole new frame and reinstall everything in a new one. VERY FRUSTRATING AND TERRIBLE CUSTOMER SERVICE.
