yes but better to prep the wheel before application. I would suggest cleaning the wheel with detergent are panel wipe to remove any grease contaminants then sanding out any damage are defects before finally providing a key all over the wheel using scotch brite, you just need to remove the shine from the original coating. Remove dust with a tack rag and again remove grease using some solvent. The reason I suggest using the scotch brite is that possibly your wheel was powder coated. Sounds like a lot of work but it's not you only want to do it once.
