Does this come with both green and white flashlights?

I do not believe so. The white/clear light is the flashlight in room or day light. The images where the flashlight appears green is actually when it is “glowing in the dark”. It glows green very, very brightly.

Won’t charge via usb c, but will with usb-a. is this expected or is something wrong?

USB-C charging ports can only charge devices that are capable of telling the charger what charging voltage they need. And in order to do this, these devices need to conform to the USB Power Delivery (PD) protocol, usually through the use of a PD controller IC/chip, which increases the BOM/cost. As a result devices that are designed to be cheap and/or designed to only charge at 5V usually don't implement USB PD, and come with a USB-A to C charging cable in the box. A workaround to be able to charge these devices using a USB-C port is to buy yourself a USB-C male to USB-A female adapter, and plug the USB-A to C charging cable into that. This works because the adapter tells the charger that it needs a 5V output on the USB-A side. This essentially gives you a USB-C to C cable that can only charges at 5V. In short there is nothing wrong with it, it's just the way that device charges. I have several items like this that do the same thing.

Once the batteries no longer take a charge are they replaceable or is this a throw away item?

I believe this item is dead when the batteries die. This light does not appear to facilitate the replacement of the battery. There are lights that use replaceable AA or AAA style batteries. If your use case requires many charge cycles you may want to consider a light that can take a replaceable battery. You can get rechargeable AA/AAA batteries, but it's a whole ecosystem in itself. That said, this type of battery typically takes about 300 charge cycles, but this is a pretty small battery. If you got far fewer charge cycles you may wish to contact the mfgr. Since this type of battery is where we are at, technology wise, if you need more out of a light you may wish to choose one with a larger battery that will require fewer charge cycles.

How to tell when battery is fully charged

Updated - There is a green light behind the LED section of the flashlight that flashes red while charging. Then, once charged it turns a steady green.
