In hot weather like Phoenix will these be too hot since the material looks like neoprene?

It's thinner than neoprene, I had no issues wearing these 10 hrs a day on the AT in early July. So not dry heat like Phoenix but ridiculous humidity and high 80's. I didn't notice my darn toughs being very damp at the end of the day unless we caught rain.

Is there a sizing chart for men?

Yes. I ordered the 7.5-9 and they fit perfect. I am an 8-8.5 shoe size.
