Seems to be a good quality penetrating oil
I used this on the four cables on my boat lift, and it seems to soak into the braided cables nicely with little mess using the plastic straw attachment.

Lubriplate L0135-063 is the best lubrication for just about anything.
Lubriplate builds up over time. Each time you use it, the film keeps getting thicker...better. It is the longest lasting lubricant out there.
