Can it clean silver jewellery

Yes I have used it to clean sterling silver with pearls and opals and it cleans and not damaging to the gemstones ... Just like any jewellery cleaner don't leave them in for too long , I put them in and out giving a quick brush down and then decide to put back in for longer .. then just rinse well and dry with clean cloth. Can it clean a citrine Quartz

Yes this will be fine to clean your Citrine Quartz and should do a very nice job.

can u use this product for diamonds and platinum rose quartz and cbic zirconia

Should be fine for cubic zirconia and Rose quartz, which are semi precious. Not sure about diamond. I only used it on my wife's costume jewelry, not the expensive stuff.
