I have fine hair, would this shampoo weight it down?

I have fine hair and this doesn't weigh it down at all. It is CG safe, I believe, and I find it a very gentle clarifying wash. I use it when my hair has got a bit greasier, and I use Umberto Giannini Curly Coils Moisture when it's less so.

Can this be used to wash my car?

I suppose so, but it is specifically a shampoo for humans to wash wavy or curly hair.
