apparently,yes. I got one. A light weight blue metal box with a handle and an adjusting tool to change and adjust the cutters.

does it leave sharp edges after cutting?

Yes but this is common anytime you cut steel.

Please can you tell me if do you have to cut 1 1/4" Rebars

I have cut 7/8. I have cut 5/8. One #4. But will cut 2 (#3) rebar.
