Can you use these to stick a photo to a wall ?

If the wall is smooth and not textured, I feel they will work fine.

do they work on plain paper?

I used on card stock paper to secure old family photos. Then slid inside sheet protectors. They are exactly what I needed. Yes, they would work on plain paper...I also copied obits to include and they held fine. You may have to secure all 4 corners for thinner grade paper.
