Q: Does this come with a comb to clean between the teeth of the push-through lever?

Yes, it comes with it. I use sharp knife running through both ways and food easily comes out. As I was chopping vegetables last night I told my husband this was the best purchase I've ever made!

Q: Does the top part that's black locks to the clear container?

It does not have a locking mechanism on it. It sits on top. It is durable and does not move.

Q: Will it dice potatoes ?

Yes it dices potatoes nicely. I cut them potatoes into slices about half inch thick and then place them in the chopper with the large diver blade
