no, not specifically. For most types of DC motors, you could use an appropriately rated switch (DPDT rated for more than the amperage of the motor) to reverse polarity, and thus direction easily enough...

If your leds are 12V DC led strip up to 5 amps, then yes you can use it as a dimmer. In fact, there is a LED on the board for indication and its brightness shows the PWM duty cycle.
