It's certainly not 27.8 lbs, much closer to the 7.4 lbs but I've never actually weighed it. I would assume it's USA made just like all of the IR guns, but in the same aspect even it wasn't, that wouldn't stop me from using this. Great gun, super quiet, and has been issue free for us at the shop. Keep it oiled and keep on truckin

Does this come with the 3/8 air inlet fitting?

No it does not. It comes with a 1/2" NPTF port for your air fitting and requires a minimum of an 1/2" air hose. Thanks Jim
