No it doesn’t it is designed for the Topeak mtx bags with the track.

Does it have stainless steel mounting hardware?

Only the part that mounts to the part of the frame next to the seat post is stainless steel.

Will this fit my Women's Connondale Trail 6 Bike?

It all depends if your bike has rear disks or not. Topeak make different for different bikes. We have different racks on ours.
