why are the reviews for fish steamers and garden flags instead of this light?

I have no idea as to why. The Red-Light panel works as advertised and has helped with foot pain reduction. As to fish streamers... can't help you there.

Can this withstand high heat if put in a sauna?

According to the paperwork accompanying the light panel, no it clearly states not to use in a sauna or other high humidity environments.
