Will I be able to freedive or scuba with this on (without damaging it?

Yes, you can go diving with Restube. However, you must keep the following in mind:
When you descend, the ambient pressure increases by one bar for every 10 m of water depth; at the same time, the buoyancy force at depth is reduced because the gas is compressed.
This results in the following buoyancy depending on the depth:
0m depth = 1 bar = full buoyancy = 75N = 7.5kg
10m depth = 2 bar = half buoyancy = 37.5N = 3.75kg
20m depth = 3 bar = third buoyancy = 25N = 2.5kg
30m depth = 4 bar = quarter buoyancy = 18,75N = 1,87 kg
40m depth = 5 bar = fifth buoyancy = 15N = 1,5 kg
As you get higher again, the resulting buoyancy of the buoy increases until it is fully available again at 0m.
The deeper you dive, the lower the buoyancy.

Is a CO2 cartridge pre-installed or sold separately?

There is one cartridge coming with the Restube. But it comes separately. You need to screw it in - but it's very easy. Please find attached the instruction video (starting at 0:50). It takes only one minute to make Restube ready to use.

PFD certified?

No, Restube is not certified as a personal floating device. At the moment, there is no category where Restube fits in to be certified as a pfd (there is no category for a belt with an attached floating buoy).
