Are these running headlights (Similar to the old oem headlights)?

Yes they do have daytime running lights but you can get rid of that with a euro switch and the led strips are usually on too

Does it come with led headlight bulbs

Headlight low and highs beams are not LED.

Does this include both left and right?

Yes both plus the bulbs. My only issue is that the first time I ordered it, it didn't come.. I had to reorder them because I was working on a customera car. I was told by the seller that my issue was with UPS which I haven't heard from since October 6th. The second time I ordered them, they came in 3 days.. hope this is helpful.
