is this rechargeable?

Instructions say to use lithium-ion rechargeable 18650, if you do. I use non-rechargeable. Works fine

Why is it described as “ultra bright” when it’s only 245 lumens?

I don't know how bright you need it to be but this little gem is plenty bright enough for normal needs and the size of the view can easily be manipulated by sliding the top portion up and down. This is easily the best flashlight I've ever owned. I love it and keep one upstairs and one downstairs.
