How do you increase water consumption?

Leave it on longer? Do you mean increase the flow? Amount of water that comes out? It's flow rate is perfect otherwise it would overshoot your bowl. It's not meant to be some high pressure dishwashing faucet. It's a gentle flow to remove handsoap.

My hot and cold handles are only 4' apart from each other. Too close?

It says Widespread...doesn't that mean 8" and not 4"?

I think that’s the way it’s made. We also have low pressure on both the hot and cold water. And had full pressure in our last fixture. I think that’s the way it’s made.
