If you mean before or after eyeshadow/liner, I think it's personal preference. Whenever I have had my make-up done by a professional they always apply the mascara last. But when I do my own makeup, I have to apply it first or I end up messing up my other eye makeup. So you'll just have to try it and see what works best for you.

is this hard to come off with makeup remover?

I use L'Oreal waterproof & long wearing eye makeup remover.( clean artiste) I find it works better than any other ones. It's so gentle. No burning or stinging to your eyes! As long as you don't cake it on like those that looks like they have tarantula eyes, you'll be fine! Hope this helps!
