Q: Does it address crepiness on arms and hands?

Unfortunately, it does not. But that may be because my crepiness is pretty bad. That said, it's much better than other creams i have tried for crepiness.

Q: A lot of people are referring to this product as “lotion”. Is this lotion or cream??

It IS a cream, but a very rich smooth soft cream which some use only on "spots (face, elbows) but which I use as a body lotion.
