Q: How do Iattach to all new outdoor blink? The piece the is supposed to pop into the back of the Blink is a bit too small

Is it the correct camera model? Mine snapped in fine, just a really tight fit.

Q: Can I put on the inside and twist the camera to face the outside?

No you cannot. The mount doesn't turn a full 180 back on itself. I actually had better luck with another product entirely as the suction cup did not work.

Q: Can this be installed to fiberglass? I have an RV and looking for a strong mount

We installed our on the windows of our RV. We never had issues with it on the windows, stayed up for over a year.

Q: How do i attach the camera to the mount? no instructions provided.the only way i can see requires the back be left off. this means no waterproof.

No need take off the back cover of the camera, just push the mount connector into the round circle where the screw is to take off the backing, you need to push hard till you hear it snap on, tilt it slightly when you snaping will be more easy.
