Yes it does, my hair texture meets your description. I believe it would be classified as type 4C. I like this product, it easy to use. The only negative is the placement of the power button.

Is it safe to use on wigs?

Very practical,easy to use. You can adjust the temperature as you like. It can fit in a bag ,you can bring it with you easily. And it really straightening your so you can get the style you want.
