Yes, pretty sure that's what your mechanic means. This is a typical problem on older models. They crack and cause an air leak which leads to poor idle. If you can find it on your car, you could check to see if it is soft. The PCV is generally located on a valve (head) cover and the elbow connects a hose from the PCV to the intake.
