After the dye dries and gets wet again will it bleed on other things?

If the fabric or fiber has been rinsed well after the dyeing process it shouldn’t bleed later on when it has been redampened. I didn’t find it to be an issue.

does it smell like chemicals and if it has any smell how long it stays ?

I did not find it to have a chemical smell either during the dyeing process or after.
