what is the space between the steel slats?

About 5". If you are concerned because there is space between the slats and it isn't solid, I use this bunkie board with a cheap foam mattress and haven't had any issues (daily use).

Can this be use with bed frame that doesn't use a box spring

Yes, that is why I bought the frame. Got rid of the box spring

Can this replace cheap wooden slats on a wooden queen platform bed that already has a steel center beam installed?

I am using this on a fairly inexpensive wooden queen bed frame that has a "lip" on each side board. The Bunkie board is flat & provides good support for a soft mattress (like memory foam). If the steel center beam you mentioned is not elevated above the rest of the mattress support area such that the Bunkie board "rocks," it should work fine.
