Q: Am I understanding right that the component speaker comes with a seperate tweeter to install?

That is correct if you have factory components with a tweeter in the door or Pilar the OE65C model is the correct option, if not then you need the OE652 option for a 6 1/2 speaker replacement

Q: Will this fit my 06 mustang gt premium door sub? I think mine is 8”

Being as these are 6.5", you may need to custom build a baffle. If not then it will not fit.

Q: Do these fit in a mazda speed 3? My fromt door speakers went out and i believe these would replace them?

The factory speakers in a MS3 are generally 6x8. These are 6.5 inch and are meant for specific Ford models. If you go on Crutchfields website and type in your car, that'll show you a ton of speakers that should fit with little to no modifications needed.
