Does this use a standard USB cable?

You can power it using batteries or the included USB cable. The USB cable plugs into your standard adapter or computer using the older USB-A ports. The plug at the other end of the cable is a standard Micro USB plug, and that goes into the lamp's port. So the cable has two different types of standard USB connectors on it (Type-A and Micro USB). This is certainly one type of standard USB cable.

Does it shut off automatically after a set amount of time?

No. But I solved this cheaply with a SwitchBot and iPhone shortcut.

Mine only works via usb and not batteries. anything i can try to fix that?

You can buy battery operated led light, cut or break the plastic on the back and cram them in there I guess.
