This is Avon's instructions. For short/finer hair, use 1-2 pumps and for longer hair 3-4 pumps. Apply evenly to towel dried, clean hair. Massage scalp to help the volumising technology work. Comb to distribute product evenly. Do not rinse.

No it's not a conditioner, it's a leave-in treatment to add body, I apply it before I blow dry my hair, I use mousse too after applying this.
