Is this compatible with Xbox Series X?

I believe as long as the Xbox has a flat space big enough to allow the stick-on security adaptor to be applied to it you should be able to use the cable lock.

Can this lock secure an All-in-one computer?

Yes you can. You will have to look on the back or sides of the pc to see if it has a lock sign. Then you will be able to lock it. Since you provided limited information on your AIO PC, I can not verify or confirm whether your PC in fact is compatible with this locking kit.
