Absolutely not! I am a state certified Lead Inspector/Risk Assessor and I am also certified to teach Lead Safe Renovator classes, both the 8 hr. initial and the 4 hr. refresher. To comply with the EPA's mandates your vacuum must be a true HEPA vacuum. You cannot just put a HEPA filter in a shop vacuum. True HEPA vacs have the HEPA filter as the final filtration and have gasket seals, etc. They subsequently can be quite expensive, but not as expensive as the fines if you get caught using a standard shop vac.

Is this filter for both uses water and dirt,or dust?
