I have a 2013 rx350 that does not currently have holes for a front license plate. howdoes this attach? do you just drill holes in the bumper?

If you don't have mount holes, then yes, you would need to drill holes; I'm in CA where cars are required to have both front and back plates, so all cars sold automatically have the drill holes. Depending on type of bumper and sensors within, it might be best to have your local mechanic do it to make sure you don't drill through any wiring that may be there.
