Does this let me address each led for every device attached or will all devices have the same effect?

It is a basic splitter, you would not be able to address each LED on each of the 5 connectors. CM-PNguyen

i have 5 fans with 8 leds each. Will I be able to address 40 leds or just 8?

The splitter will only duplicate one of the fans you have plugged in. CM-PNguyen

I have 4 coolermaster Sickleflow fans, so I connect the single female end to my 3-pin on the board and connect the male pins to each wire?

That is correct, 3-pins connecting from the splitter to the board are straight forward can't mix it up.
