Why does the hiking boot stretcher not work on cowboy boots

it doesn't seem to work on any boots or shoes

Can you use with lamb boots?

Yes you can use this on Lamb but beware it may darken the color and be sure to saturate the whole shoe as it may leave a line if using on a light color

Is this safe to use on black suede? Will it stain?

i don't know but u can try hide small test to see if stain or not

do shoe stretchers need this spray in order to work?

No. You do not need the spray for the stretchers to work. The instructions I got with my shoe stretchers said you should moisten the shoes with water. So I assume water works just as well.
