Can this be used outdoors?

I used indoors, as long as you don’t mind it getting wet with the elements and either throwing away or letting it air dry after use, I don’t see why not.

Can i reuse this every year by Christmas?

I carefully rolled and stored it and was able to reuse it the following year.

Could i use it for my shedding elves to look realistic?

The polyester batting is rather thin. I had to have something white underneath to keep the table from showing through. It works ok. I ordered a sheet of white felt which I will use on the table next year. The felt is thicker and smoother.

Can it be cut to size

Yes it can be cut. I used it to create 3 mini ice skating rinks for my Peanuts Christmas lawn figures.
