Do the top of these boots stretch? I have huge calves and have trouble finding boots that will fit over them

No. The calves are tight. They're definitely not for women with larger calves. (I tried on multiple styles and all were WAY too tight. There's no give. ) They may even be too tight for regular size calves, if they intend to tuck their jeans in.

I have small calfs, I can get 2-3 fingers between the top and my leg. Will I get water from rain in the boot?

It’s hard telling, I have average size calves and I can get maybe 1 finger between the boot and my leg, I have not had issues, I often times have my pants tucked in as I wear them for barn and yard work.

Do these have exceptional grip on ice? i want to use them to take my siberian husky (loves to pull) on mostly unsalted, not shoveled, icy paths.

Not much aside from ice grips work on ice ... I do love these boots & walk everywhere in them, including icy sidewalks, but you still have to be cautious. Ice is ice in any kind of footwear. Cheers.
