Can you use them for day time lights

If by "day time lights" you mean, e.g., can they be installed in the car's normal headlight position/fixture and used during the day, of course they can.  However, they are incandescent lights, and the longer they're on/used, the more quickly they'll run through their rated lifespan and need to be replaced.  If you mean, e.g., can they be installed in the car's normal "running light" position/fixture (only comes on in daylight hours, when the car is put in a moving gear), again, sure they CAN, if they'll fit/work in the particular car's running light position/fixture.  I'd probably avoid this, however, since these bulbs run pretty hot, and running light fixtures are usually smaller than headlight fixtures, with less ambient air flow around the bulb.

Is this a high and low beam? I want to replace high and low on both sides

What car models does this bulb fit?

You generally start out with the car, and then see what bulbs fit it, but the 9005 is a single filament bulb, normally used as a high-beam element.  It was said to be used by both GM and Dodge in some of their vehicles. Not sure what imports it all fits, but if your stock headlamp is a variety of the 9005 series, this bulb will fit.  Sadly though, the Silverstar bulbs have a short lifespan.  Good luck.
