Are there any led on the top of the bulb, (that is on the end opposite to the BC cap), to shine upwards?

There are no led's on the top, just ventilation holes. In my experience these lamps have failed within a year.

Can I use these to grow tomatoes 👀

In theory as they are "daylight" colour temperature 6000k this should be the case and may be better, however there is another part of the light spectrum which is PAR or photosynthetically active radiation which is much more important and you can obtain specific lighting modules to give better growing conditions for plants. A search online of these type of lighting will give you more information and they are generally used for fish tanks .
