Q: It says package of 3... Does that mean 90 feet in total?

It came shipped in one roll that was 4 ft tall, not sure of the total length (don't remember) but was only one package unless it says you are buy 3. I taped it together to make a wall for platform 9 3/4 for a Harry Potter themed party. Worked well.

Q: How does this hold against water/rain?

Funny because it actually rained before the party began and I had some of this hanging outside. It's a very slick material so the rain/water just trickled off and it held up really well. I was really happy with how solid the material was and how realistic it was.

Q: Is this fire resistant?

It is made of thin plastic. Probably melt before burning.
