does anyone anywhere make this style of handle, that locks?

The thumb lever operates the latch cylinder and a key would also operate a cylinder so they are exclusive of each other. In other words, you can have a knob with a key cylinder, but not a lever. With a lever you use a deadbolt for locking.

Is there a dummy handle available for double front doors?

This is what I purchased to put on the "dummy" side of our double front doors. It doesn't have the blank "deadbolt" trim, but I didn't care about that.
