Will this work on garden hoses?

Yes, as long as your garden hose is pure vinyl or rubber. The reinforced hoses out there these days have strands of stainless steel and will dull the blade.

Is this cutter spring loaded?

Yes it is spring loaded to open. The wire clip on the handle locks the handles together for easy storage. Works great better than using a dykes.

will it cut hydrolic hose?

no primarly used for rubber and nylon reinforced will not cut cleanly through a wire re-enforced hose
