If I’m using this for a European deer mount do I need to purchase the powder bleach also?

I didn’t. I just used this product. Just paint a thick coat on let it sit for about 30 mins rinse and repeat. I’ve done 3 skulls and have half a bottle left.

How do I go from dark brown to light brown?

I am not a professional, but I believe the peroxide itself won't do the job. I usually use decoloration powder (bleach powder) to get my hair lighter. Depending on the time I leave it on my hair it gets lighter and lighter. But if you leave it for too long it will damage your hair. If you have never done it, I recommend you go to a professional, or if you are crazy like me, just watch some videos on youtube.

Will this bleach hair?

This is the developer that you mix with the bleach powder. I’d use the 30 volume though if you aren’t experienced. The 40 is very strong and can do serious damage to your hair.
