2nd time to buy this, first one lasted 1 month and was left with no option to buy another one. Hopefully it lasts more than a month this time

Noisy fan that runs under a small load and not with a thermostat
Voltage output was spot on at 23.9v. Fan kicked in under a very small load from an LED strip and is pretty noisy. It did this within seconds of powering the psu on and definitely not due to the heat. I increased the load from the lights and the fan got louder. Only ever getting quieter when the load decreased.
