Does this swing swivel make a swing chair spin all the time when someone is seating on the chair with both feet up and not touching the floor?

yes，they spin pretty well, for long time.

What is the outside diameter of the pin?

It's 1.7 inch(43mm) for the outside of the pin, we suggest that the diameter of the using products is not over 0.75 inch which can better match it.

Can this item can be use on a shade sail?

We used this bearing on our swivel swing & it works perfectly. We also have a shade sail installed by a professional which is strongly secured. I think this swivel bearing would allow way too much movement in the shade - I would not recommend it.

What is the inside diameter of the rings?

1-1/16" ID of the rings with about a 7/8" opening where the pin goes through.
