Depending on the location of the punch but yes it should work as long as you pushin into the palm

will this work with clipsal jacks?

Never heard of that brand of jacks but this is my second one of these, if nothing else you can use it as a way to isolate from whatever surface you use to punch on, had a flat side on back and rubber guard to not mar any finish surfaces

Will this work panduit jack

I don't know, I have never tried it with a Panduit Jack, the molding fits the Leviton Jacks as well as the CE Jacks sold at Home Depot.

Is there any specific punch-down tool for cat6 cable and quickport inserts?

Not that I am aware of. I have been using the same punch down tool for the last 10 yrs or more.
