My cedar wood is soaking up my poly clear gloss and leaving dull finish. can this be used like a sealer before applying clear gloss polycryl?

Yes, most definitely..i add high gloss exterior on my driftwood projects.

Does this help wood filler accept the stain better?

The answer would vary with various wood fillers. Some are more accepting than others. My favorite filler is "Timber Mate". You can get various colors from Amazon and they absorb and blend very well. And, if it dries, just add water, stir and, you're back in business!

Can I use this to prepare raw poplar for a water based interior paint (Behr etc) ?

You could, but I doubt that it is warranted. I suggest use a primer then the interior latex paint.
