What is the sound ratings ,ie IIC,STC,in order to comply with HOA

That is incorrect, from Roberts website, it's a bit higher with IIC at 70 and STC at 66

Whats R-Value or Thermal Resistance for this Underlayment? Installing over Radiant Heated Concrete slab and need a low R-value.

The manufacturer's information doesn't really say anything about R value and I doubt there is any. It must be extremely extremely small. I installed this underlayment over dricore panels. Works great...

Would this work on a van floor?

Debra,This backing provides moisture and sound benefits for rigid flooring over cement applications. It is easily ripped if you are not careful when installing flooring. I'd use something more durable for a vehicle especially if moisture or sound reduction isn't an issue.
