Could I free roam this open world map? Like for ex: Skyrim. Or is this a sand box map, ex: Dishonored?

Is anyone having problems with their game? I keep seeing soldiers which appear bright red even when there is structure blocking view, is this normal? Is this a problem with the game or the console? Is anyone else having this issue?
