Could I use these to reduce sound coming from my room through my door? My walls are soundproof but my door isn’t

of course, they do reduce high noise and remove echo.I suggest you install them on your door,but you must Press them Firmly when you install them to the door,so the glue can be squeezed out from the foam,or they may fall off. Just Press Firmly! Do as my picture 6 above.

Can I put these on windows?

I mean they will adhere to glass but you will no longer be able to see out if the window. If blocking the window is your goal than yes it will work.

Can you put nails into them to hang them up?

I mean you could but that would be a lot of unnecessary holes. It comes with adhesion on the back. And if you didn't want to use that I personally used command strips.

Will these work to attach to ceilings to sound proof the sounds from upstairs? We have a basement apartment that you can hear everything.

From what I understand and what others have said, you need to install insulation between your ceiling and the floorboard above it. Without proper insulation, the empty space between the ceiling and floorboards forms an echo chamber, as you know.
