Can these be used with water beads?

Depends on how gentle your toddler is. I used them with my three-year-old and he was fine while alone. However, he had a friend and his five-year-old brother come over and his brother purposely stabbed the beads - so they all stabbed the beads. Pretty messy, but everyone lived - except the water beads. Weird story, but hope that helps!

What is the purpose of these things exactly?

To help children develop a proper pencil grip (which is using the pointer finger, middle finger, and thumb to hold the pencil). They use these fingers/thumb on the 3-part section of the tongs to transfer small items.
