Q: Can you apply this to a live circuit? like a live battery bms?

Yes. Just make sure that it’s not powered on. I know that may just be normal common sense, but just being safe. This is some really good stuff.

Q: The upper temperature rating stated at 257c but on the comparison chart is 125c, so which one is it?

I believe the description has a typo. From the data sheet, the maximum temperature is 257F or 125C. When in doubt I like to refer to the manufacturer technical data sheet at https://www.mgchemicals.com/products/conformal-coatings/acrylic-conformal-coating-419d

Q: Can this be applied over capacitors on an ITX motherboard or should those be taped off as well?

Yes it can. It will work best if they are Surface Mount (SMD) instead of half inch or taller Caps. Please allow for drying time.

Q: I plan to use this on a TV intended for outdoor use, does it cure transparent enough that if I were to spray the screen it wouldn't inhibit viewing?

Yes, not a good ideal. Its not that transparent.
